Why do we have to put a layer of plastic underneath when constructing wooden or plastic floors before entering the floor?

Can I use foam when constructing laminate flooring?
During the construction of wooden floors, foam must not be stacked on top of each other. Overlapping floors will cause the floor to warp and make noise during use.
